The role and the host
Highly qualified activity is a legal test applied to the work, not a compliment on a CV. Typical hosts are a Portuguese company, university, research unit, or other entity that can contract or host the person in Portugal. A remote job for a foreign employer, with no Portuguese host, is a different analysis. A real-estate purchase does not create eligibility.

The applicant
The person is usually a non-EU national who will carry out the activity in Portugal. Qualifications must match the role. Many employed files also have to clear a published salary floor for highly qualified activity in the year of filing. Criminal-record, identity, and subsistence rules apply in addition to the job.
