What Is the Portugal HQA Visa?

The Portugal HQA Visa is a commercial program name and not a distinct visa category under Portuguese law. The underlying legal route involves a residence visa for highly qualified activity and, where applicable, a residence permit under Article 90.

Commercial HQA providers may screen applicants for professional achievement, project leadership, available funds, and other qualifications and may arrange an R&D project, university partner, and business support for the applicant.

These commercial arrangements should be distinguished from the legal immigration requirements themselves. Article 90 requires evidence of qualifying highly qualified activity and appropriate credentials, together with applicable evidence of employment, professional services, independent activity, or other qualifying arrangements.

Why H-1B Holders Should Consider Alternatives

H-1B status is tied to qualifying U.S. employment and is generally granted for up to three years initially, with extensions generally available for another three years and certain circumstances permitting extensions beyond the usual six-year period.

When qualifying H-1B employment ends, an individual may be eligible for a discretionary grace period of up to 60 consecutive days, or until the end of the authorized validity period, whichever is shorter. The grace period does not itself provide unrestricted authorization to begin working for another employer.

Portugal's government currently states a 30-day decision deadline for the residence visa for highly qualified or research activity and says these applications receive maximum priority. This is an official decision timeframe and should not be interpreted as a guarantee that every individual application will be completed within exactly 30 days.

The residence visa generally permits two entries and is intended to allow the applicant to enter Portugal and pursue the subsequent residence authorization process.
